Responsibilities

All powers of the Town shall be vested in the Select Board, except as otherwise provided by law or Town Charter. The Board shall provide for the exercise thereof and for the performance of all duties and obligations imposed on the Town of St. George by law. The Board shall be the municipal officers of the Town within the meanings of Title 30-A 2001.10.

Positions:

    • The Select Board shall act as the Board of Assessors.
    • The Select Board shall act as the Overseers of the Poor.
    • The Select Board shall act as the Licensing Authority.
    • The Select Board shall act as the Hearing Authority for employees and officials over whom the Board has the power of removal from office.
    • The Select persons may act as deputy Election Wardens.

The Select Board shall appoint individuals to the following offices under the Board's supervision. These offices have a term of one year beginning May 1st.

    1. Town Clerk
    2. Town Treasurer
    3. Tax Collector
    4. General Assistance Administrator
    5. Health Officer
    6. Road Commissioner

The Select Board shall also appoint individuals to fill all vacant Town of St. George Board and Committee offices.

The Select Board may appoint committees for specific purposes.  These committees are typically short term in nature.  There are no outstanding Ad Hoc committees, while the Ad Hoc Education Options, Budget Process ad Public Works Committees have finished their work.  These committees are listed below.  Click on the link for more information.

The Select Board consists of five members nominated and elected at large by the voters of the Town. Only voters who are at least twenty-one (21) years of age and have been a resident of the Town of St. George for at least one year preceding the filing of nomination papers shall be eligible to hold the office of Select Person and they shall remain a resident of the Town during that term of office.

Members of the Select Board shall be elected by Australian ballot to serve staggered three-year terms. At each Annual Town Meeting, eligible candidates shall be elected to fill the offices of those whose terms expire. Each office will be a separate position when applied for and shall appear on the ballot as such.

The duties of a member of the Select Board shall commence with his/her taking an oath of office and shall terminate with the swearing in of his/her replacement or by the vacating of the office.

Ad Hoc Budget Process Committee

The Ad Hoc Budget Process Committee was formed June 8, 2009, by the Select Board to address the following issues:

  1. aligning better the budgeting process/year with the Town’s operating year, which would include a review of the pros and cons of changing the fiscal year and moving the annual town meeting to a date prior to the commencement of the fiscal year;
  2. engaging more fully the select board, department heads, committee chairs and the public in determining annual plans and expenditures;
  3. maximizing cash flow and minimizing TAN borrowing costs; and,
  4. expediting and formalizing the use of zero-based budgeting in the budget development process.

Ad Hoc Public Works Committee

The Ad Hoc Public Works Committee was formed June 29, 2009, to study and report on the "most cost-efficient and effective way of performing public works functions in the town."

Ad Hoc Education Options Committee

The Ad Hoc Education Options Committee was formed July 19, 2010, to address the following issues:

  1. What are the legal options and alternatives available to the town for the education
    of our children?
  2. How do each of the identified educational options/alternatives compare against
    the following stated goals?
    • To provide an excellent-quality, well-rounded education to all our students
    that adequately prepares them for further education and/or productive careers.
    • To provide an educational environment that encourages and supports students
    to become knowledgeable, concerned and involved citizens of the community
    and country.
    • To provide this education at a reasonable and economically sustainable cost to
    the taxpayers.
    • To maintain an educational system that emphasizes school, parental and
    community involvement and cooperation that continually improves upon the
    current state of education delivery.
    • To provide a level oflocal control that ensures that important issues are
    addressed and resolved in a timely and satisfactory manner.
  3. What option/alternation and/or combination of options is the recommended way
    to provide for the educational needs of our students for the near and foreseeahle
    future?
  4. What are the preparatory planning and budgeting tasks, legal steps and time lines
    associated with implementing the recommendation?
